PCOA 2026 Election: Seeking President-Elect
The Pebble Creek Owners Association is beginning preparations for our 2026 Annual Meeting and Election, and we are seeking a homeowner interested in serving as President-Elect on the PCOA Board of Directors.
The President-Elect position is a three-year commitment, progressing from President-Elect to President and then Past President. The new President-Elect will begin serving once election ballots have been received and counted.
Board service includes attending quarterly meetings, reviewing Board materials, participating in discussions and decisions between meetings via email, and attending the annual Member meeting and election. The Association maintains Directors & Officers insurance as well as liability coverage for the Association’s common areas.
The annual meeting and election are tentatively scheduled for Tuesday, October 27th at 6:00 p.m.
If you are interested in serving your community, please complete a nomination form and submit it via email at PCOA@pebblecree.org by Friday, September 25th. If you would like to learn more before deciding, we would be happy to connect you with a current Board member who can share their experience.

National Night Out
A reminder that National Night Out will be held on Tuesday, October 6th! National Night Out is a great opportunity to get to know your neighbors, build neighborhood connections, and strengthen the relationship between your community and local law enforcement.
We would love to see Pebble Creek residents organize block parties throughout the neighborhood! Gather your neighbors on your street or block, bring some food and drinks, let the kids play, and spend an evening getting to know the people who live around you. Local law enforcement officers will also be visiting registered neighborhood block parties throughout the evening.
If you are interested in organizing a block party for your street or block, please visit the City of College Station’s website at www.cstx.gov/nno to complete a National Night Out Block Party form and register your event.
And if you would like a little help getting the word out, we are happy to send an email invitation to your neighbors on your behalf! Just send your prepared NNO invitation to Erica Earp at Erica.R@pebblecreektx.com, and she will share it with the neighbors on your street or block.

Solicitors in Pebble Creek: What Homeowners Should Know
We've recently received an increase in reports of door-to-door solicitors in Pebble Creek. We understand these visits can be frustrating, and we'd like to clarify the City's regulations and what homeowners can do to protect their property.
Can the HOA prohibit solicitors?
Unfortunately, no. The Pebble Creek Owners Association cannot legally prohibit solicitation within the community. Individuals who have obtained the required permit from the City of College Station are legally allowed to conduct door-to-door solicitation, even within Pebble Creek.
To help discourage unwanted solicitation, the Association has installed "No Solicitors" signs at the neighborhood entrances. (If you've noticed the sign missing at the main entrance, it was recently removed, and we are in the process of replacing it.)
What are the City's rules for solicitors?
Under the City of College Station ordinance, commercial solicitors must:
- Be registered with the City and possess a valid City-issued solicitation permit.
- Wear their City-issued identification badge prominently while soliciting.
- Carry their certificate of registration and present it upon request.
- Solicit only between 9:00 a.m. and 9:00 p.m.
- Never solicit on federally observed holidays.
- Leave immediately if asked to do so.
Most importantly, they may not approach or knock on any home that displays a clearly visible sign near the primary entrance stating "No Solicitation," "No Peddlers," "No Trespassing," "No Advertisements," or "No Handbills."
Protect Your Home
If you do not wish to receive solicitors, the most effective step is to place one of the approved signs near your front door or primary entrance where it is clearly visible.
The Pebble Creek Owners Association has 8" x 2" "No Solicitors" stickers available for purchase in the Association office for $3.00 each. The office is open Monday through Friday, 9:00 a.m. to 5:00 p.m. Payment may be made by check or cash (please bring exact change if paying with cash).
Reporting Violations
If a solicitor:
- Does not have a City-issued identification badge,
- Refuses to show their permit upon request,
- Ignores your posted "No Solicitation" sign,
- Solicits outside the permitted hours, or
- Otherwise violates the City's solicitation ordinance,
please contact the College Station Police Department Non-Emergency Line at (979) 764-3600 to report the violation. If possible, provide a description of the individual, the company they represent, their vehicle, and the license plate number.
By understanding the City's requirements and reporting violations when they occur, homeowners can help ensure that anyone conducting door-to-door solicitation in Pebble Creek complies with the law while respecting residents' rights and privacy.
